Solar ATAP is Malaysia’s rooftop solar programme for consumers who want to generate electricity for their own use and export eligible excess solar electricity to the grid. This guide explains the main requirements before homeowners or businesses request a quotation.
Solar ATAP at a Glance
Solar ATAP took effect on 1 January 2026 and applies to eligible electricity consumers in Peninsular Malaysia. Applications must be submitted through the official eATAP system by a SEDA Malaysia Registered PV Service Provider.
Who Can Apply for Solar ATAP?
Solar ATAP is generally available to eligible existing electricity consumers in Peninsular Malaysia, subject to the official technical and programme requirements.
- The applicant must be an existing registered electricity consumer
- The electricity account must not be under a multi-tenant arrangement
- The proposed solar installation must meet the applicable technical requirements
- The application must be handled by a Registered PV Service Provider
- The system must be installed within the same eligible premises
Consumers with an existing solar self-consumption system or previous solar programme contract may need to terminate the existing arrangement and comply with Solar ATAP requirements before joining.
Solar ATAP Residential System Size
Residential capacity depends on the property’s electricity supply and the outcome of any required technical assessment.

The final approved capacity may be lower than the requested capacity if roof space, electricity demand or local network conditions are unsuitable.
How Do Solar ATAP Export Credits Work?
Solar electricity generated at the premises is used by the consumer first. Eligible excess electricity that is not consumed on-site may be exported through the electricity supply system.
- Domestic export credits are based on the applicable Energy Charge
- Non-domestic export credits are based on the applicable Average System Marginal Price
- Export credits are used within the same billing period
- Unused export credits are not carried forward to the following billing period
- Export credits cannot be used to offset every component of the electricity bill
Solar ATAP Is Not a Guaranteed Zero-Bill Programme
The main purpose of Solar ATAP is self-consumption. A suitable system should be designed around the property’s electricity demand rather than simply filling all available roof space with solar panels.
Fixed charges, non-energy charges, electricity usage at night and other tariff components may remain payable. Actual savings will depend on system generation, daytime usage, export value and the applicable electricity tariff.
Solar ATAP Application Process
Check the electricity account
Confirm the tariff category, account holder, single-phase or three-phase supply and latest electricity usage.
Appoint a registered solar provider
Select a SEDA Malaysia Registered PV Service Provider to assess the roof, design the system and prepare the application.
Complete the technical assessment
A Connection Confirmation Check, Connection Assessment Study or Power System Study may be required depending on the proposed capacity.
Submit the eATAP application
The registered provider submits the required documents and application through the official eATAP platform.
Installation, testing and meter arrangement
After approval, the system can be installed, tested and commissioned. A suitable bi-directional meter is required to record imported and exported electricity.
